This reform is in the enterprise according to law to provide security and effective supervision under the premise of the implementation of "collect tax, the first release of the tax", changed the traditional "ticket review, the first after tax" mode of collection and management, and truly achieve efficient customs clearance and reducing the burden of enterprises. In this mode, enterprises apply for customs declaration, can first extract the goods, the customs change the real-time ticket into the post-tax settlement, making the clearance time significantly reduced.
